Associate General Counsel
Michelle Gluck joined the Office of the General Counsel following six years representing the George Washington University, where she specialized in research administration and intellectual property management, and eight years as Special Counsel to the University System of New Hampshire, where she advised USNH on a wide variety of higher education legal matters. Michelle began her higher education practice after several years as a trial and appellate litigator in state and federal courts. After clerking for U.S. District Judge Lawrence T. Lydick and for the Ninth U.S. Circuit Court of Appeals, Michelle served as a Deputy Attorney General in the Government Section of the State of California Department of Justice. As a Senior Litigation Counsel in the Civil Division of the U.S. Department of Justice, she practiced appellate law and was a member of the Tobacco Litigation Team from its inception through the conclusion of the United States’ largest civil RICO action, U.S. v. Phillip Morris USA et al. (2006).
Michelle received an A.B. with Honors in History and a J.D. from the University of California, Berkeley. She is also a past vice president of the Montgomery County (MD) Council of Parent-Teacher Associations and a long-time advocate for quality K-12 public education.
